Candidates are required to submit required documents to the government's executive branch in each town or village.
Applicants are also demanded to hold certain educational certificates varying from being literate to having a bachelor’s degree depending on the population of their town or village.
The aspirants who have been a member of the City Council in previous rounds are exempt from offering an educational certificate.
A total of 39,575 vacant seats are available in City and Village Councils.
Of all cities and villages, 36,838 villages have 3-seat councils, 2,742 villages have 5-seat councils, 1,059 cities have 5-seat councils, 123 cities hold 7-seat councils, 34 cities hold 9-seat councils while nine cities will have 11-seat councils.
Additionally, five cities will have 13-seat councils as well as that Mashhad and Tehran will hold 15- and 21-seat councils, respectively.
The fifth round of City Council elections will be held on May 19 simultaneously with the twelfth round of presidential elections and the first midterm elections of the 10th Iranian Parliament.
