The top Iranian diplomats made the remarks in a ceremony to commemorate the day of the Economic Cooperation Organization (ECO) on Tuesday afternoon in Tehran.
Zarif said in the ceremony that "Iran believes in strong neighborliness policy because countries can pursue and achieve their goals with having strong neighbors."
He also added that "Iran would like to have the same relations it has with ECO member states with the Persian Gulf states."
