Rouhani was officially welcomed at Zagulba Presidential Palace by his Azerbaijani counterpart Ilham Aliyev.
The two sides will attend a bilateral meeting and the Iranian delegation will sign memoranda of understanding with Azeri counterparts.
On Monday, Rouhani is set to join the trilateral meeting with Russian President Vladimir Putin and Azerbaijani President Ilham Aliyev.
