Saeed Saharkhizan scored the only goal of the match in the 30th minute to give Esteghalal three points against Foolad.
After the win, the Tehranian Blues are now back at the top of the PGPL table with 19 points, with one point above their traditional rival Persepolis in the second place and Sepehan in the third place, both with 18 points.
Foolad dropped to 13th spot on the 16-team table after the defeat.
Esteghlal will play Persepolis in the Tehran derby next week.
