Xi refuses trip to Brussels to honor anniversary of relations

The newspaper notes that the venues for such meetings usually alternate, with the prime minister typically attending in Brussels, while the president hosts summits in Beijing. However, the sources indicated that the EU had expected Xi Jinping to attend the anniversary meeting in person.
