According to the document, Libya is still hit by indiscriminate artillery fire against urban areas, kidnapping, torture, extrajudicial killings and other serious abuses.
The document contains many of the human rights violations that occurred this year, closed on October 31 in Libya in chaos nation since 2011, when an aggression NATO helped topple Muammar Gaddafi, who was killed.
According to UNSMIL, all parties seem to be involved in the commission of violations of international humanitarian law, "including those that may amount to crimes wars".
Since last year, the situation deteriorated further with the struggles for power between two parallel governments and parliament-backed militias, one based in the capital Tripoli and other --recognized by the UN -- forced to move to the northeastern city of Tobruk.
The scenario existing divisions and instability it allows the advancement and consolidation of terrorist groups such as the ISIL, warned the peacekeeping force deployed in 2011. The Mission noted in its report that fundamentalists commit serious crimes in the Libyan territories under their control, including public executions.
United Nations launched an initiative last month to stop the internal crisis, namely by proposing the creation of a national unity government, but the proposal was rejected by some sectors of governments.
From the lack of commitment of actors political solution to the conflict, the Security Council has threatened on at least two occasions to punish those who obstruct the path to peace and transition.
