President submits coming year’s budget to Parliament

TEHRAN, Dec. 8 (MNA) – Iran’s president has attended Parliament, presents the Parliament with next year’s budget draft.

Mehr News Parliament correspondent reported that Rouhani attended the Parliament open session on Sunday to submit the next year’s draft to Parliament. “The cruel sanctions have brought about stagflation to the country’s economic from different ways,” Rouhani told the Parliamentarians.

“The unpredictable nature of the future, constraints on our trade transactions ad expansion of unofficial economy, considerable limits to banking transactions and barriers to our oil export are the ways sanctions effected economy,” he added.

“It is a source of pleasure to present the Parliament with the budget draft of the next year for the country as the first budget draft of the 11th cabinet on time and according to the promises made to the people and in accordance with Article 52 of the constitution,” Rouhani said.

The President said that the budget address was important for two reasons as a commentary before submitting draft, and hence for the same reasons, it becomes the focus of public opinion, economic analysts and the people. “Budget as one of the important macroeconomic guiding devices, set in a framework provided by the last years’ macroeconomic indices,” added president Rouhani.

“The budget plan represents the initial signals about the next year’s macroeconomic conditions of the country viewed by the government,” he said, and that “the second reason is that in few occasions may the president explain the government’s official line of economic generalities in the limits of the budget to the parliamentarians and the people.”

The president also emphasized that IT and communications were the government’s important priorities next year. “The program in this section has been significantly expanded with budget provided the sector itself. The greater quota of the private sector and young fresh university graduates are two advantages in this sector which would bring higher income and independence,” Rouhani added.

The president also pointed to Article 44 of the constitution. “ I believe that the most important flaw in the implementation of this article is that it has not been implemented in line with the Leader’s recommended policies, as only the smallest part of the economy has privatized and greater part has been conceded to the organizations, Social Security and other semi-governmental organizations to resolve debts,” Rouhani said.

“The official line of policy of the government in implementing Article 44 of the constitution is to channel the conceded public organizations to stock market, and the mother companies oversee the privatization process,” said Rouhani, addressing the parliamentarians as “the draft submitted to you is the outcome of your entrusted personalities in the cabinet of ‘prudence and hope’ and the expert-level hard work in such short a time.”

“attempt has been made to provide conditions for movement toward a hopeful future according to an exact estimation of economic situations and estimations,” Rouhani added, and that “I hope that Parliament passes the budget bill on time to boost the national unity and solidarity so that the government and parliament may move the wheels of our economy in the path for progress and justice which Iranian people are worthy of.”
