The five-year plans are part of "Vision 2025", a plan for the long-term sustainable growth.
Majlis allows inclusion of expert views in the development plan, Larijani said on Monday in a conference arranged to study the fifth development plan.
Benefiting from expert views in writing laws and regulations is of paramount importance, he said, adding the sitting parliament puts great emphasis on taking advantage of specialists in drawing up the fifth development plan.
Elsewhere, he noted that an economic growth of 8.9 percent was foreseen for the fourth development plan but that objective was not realized. Thus, the above aim should be materialized during the fifth plan through hard work and greater efforts, he added.
Iran aims for an annual growth rate of 8% until 2015 based on an inflation rate of 12% and an oil price of $65 bpd, which accounts for 80% of Iran's exports.
The low productivity rate in Iran requires greater attention, and plans should be drawn up to enhance productivity in different areas including industry and energy, the Majlis speaker added.
Commenting on the status of civil and construction projects, he urged the government to avoid presenting long lists of civil projects because a failure to complete these projects timely would be a waste of funds.
