Russian Ambassador to the international organization Vitaly Churkin called to support the initiative in the 15-member authority, chaired by China this month, starting from worrying reports on the use of those devices by terrorists in Syria and Iraq.
According to the diplomat, recent reports show the use of chemical weapons in Deir Ezzor and Aleppo, two of the regions where the ISIL is very active.
Churkin recalled that the resolution 2118 of 2013 established the elimination of chemical weapons in Syria, something complied with by the Government of Bashar al-Assad, and the report on the use of the dangerous gases by non-state actors.
However, we have not seen the latter report, although different sources have reported the use of the lethal substances in Deir Ezzor, hence the importance of the new bill, he said.
According to the ambassador, the proposal by Russia and China seeks to fill the existing gaps in the issue and calls the countries, especially those neighboring Syria and Iraq to report about any suspicion or hint of the use, manufacture and transportation of chemical weapons by terrorists.
It also tries to strengthen the vigilance mechanism of the Organization for the prohibition of Chemical Weapons (OPCW), he added.
The proposal should be analyzed by the members of the Security Council, in which the United States, France and the United Kingdom, Western powers that share permanent seats with Russia and China, usually go through everything that comes from Moscow and Beijing with a fine-toothed comb.
