Two terrorist elements were to carry out a roadside bombing operation near a checkpoint in Bampur city, Mahdi Shams Abadi said.
As they were trying to plant the bomb, one of the terrorists was killed and the other one fled the scene, he added.
Judicial orders have been issued to arrest the second suspect who escaped.
