Previously, the punishment for those who pirated CDs of cinematic and audio-visual works was the payment of a fine dependent on the request of the real owner of the work, but the new law states that a fine must be paid even without the request of the owner.
The second article of the law states that any store, not in possession of a license from the Ministry of Culture and Islamic Guidance, that produces and distributes audio-visual or cinematic works is to pay a fine of 10 to 100 million rials (approx. $1000-100,000 ), this is tens time the amount laid down in the old law.
The third article stipulates that any individual that produces and distributes audio-visual or cinematic works, without the ministry’s permission, will be fined a sum of 2 to 10 million rials (about $200-1000), and in the case of a repetition of the offence, will be fined between 5 and 50 million rials (about $500-5000) and all technical equipment will be confiscated.
The policymaking council of the Culture Ministry has proposed that the police control the screening times of all cinematic works in order to prevent piracy.
In addition, the Ministry’s cinematic department has announced that it will fund the cost of the screening control project in the event of an agreement being signed between the Ministry and the police.
