According to the statement, issued at the second summit, the SCO should develop its cooperation with other international organizations and campaign against terrorism, extremism, and separatism.
The prime ministers of China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan at their joint statement have also reached the agreement on more economic cooperation with each other and strengthening their mutual and multilateral investment cooperation.
Before the joint statement has been signed, some political analysts announced that extremism, separatism and terrorism are the main concerns of Shanghai member states, made by the September 11 terrorist attacks on the U.S landmarks on New York and when the U.S. adopted the strategy of campaigning against terrorism in Central Asia.
China and Russia evaluated U.S. unilateralist and expansionist policies on campaigning against terrorism dangerous. Thus, they are trying to adopt regional convergence policy, to further strengthen unity and coordination among the SCO, to institutionalize it, to promote cooperation on a wider sphere, and to raise its international status in order to limit the presence and interferences of the U.S. in the region.
After the U.S. plan for expansion of North Atlantic Treaty Organization (NATO) in Central Asia, cooperation of Shanghai member states seems more essential than ever. So dealing with the U.S. plan is in the agenda of the SCO.
Based on this fact, boosting cooperation of Shanghai member states is in fact the strategy of China and Russia for campaigning against security dangers and confronting the U.S. influence in the region.
