Draft resolution notes end to PMD, UNSC anti-Iran measures

TEHRAN, Dec. 08 (MNA) – Iran’s envoy to the IAEA Najafi says key articles of 5+1 draft resolution on PMD closes past and present issues on Iran nuclear program and puts UN resolution 2231 into effect.

Following the submission of the draft resolution on PMD of Iran’s nuclear program by the 5+1 group of countries to the IAEA Board of Governors on Monday, Iran’s ambassador to the IAEA Reza Najafi told reporters that China, France, Germany, Russia, the UK and the US, in light of the article 14 of the JCPOA, have submitted a draft resolution to close the so-called possible military dimensions (PMD) of Tehran’s nuclear program. He added that the most important articles of the draft resolution are articles 9, 11 and 13.

“According to article 9, the Board of Governors will note that ‘all the activities in the Road-map for the clarification of past and present outstanding issues regarding Iran's nuclear program were implemented in accordance with the agreed schedule’ and that ‘this [implementation of the activities] closes the Board's consideration of this item [PMD],” he said.

According to article 11, upon the implementation of the JCPOA, all 12 resolutions including the two PMD-related resolutions on Nov. 2011 and Sep. 2012 shall be terminated, Najafi added.

“The termination of PMD-related resolutions by the Board of Governors in which the Director General was asked to report on the PMD [article 6 of Sep. 2012 resolution] means that the IAEA chief has no longer any duty toward the PMD issue,” said Najafi.

Najafi went on to add that article 13 obliges the Board of Governors to replace the ‘implementation of the NPT Safeguards Agreement and relevant provisions of Security Council resolutions in Iran’ with a separate agenda item covering JCPOA implementation in light of United Nations Security Council resolution 2231 (2015).

“From now on, under article 4, the Director General will only report on the JCPOA implementation process,” said the Iranian official.

Najafi maintained that the draft resolution is expected to be adopted without any change next Tuesday, 15 December.
