Proposals show 5+1, Iran favor dialogue: analysts

TEHRAN, May 10 (MNA) -- “Package diplomacy” can not replace negotiations, but rather it shows the two sides’ interest in formulating a framework for holding a new round of negotiations,” international affairs expert Ali Khorram said here on Saturday.

Tehran had earlier rejected a package of incentives offered by the major powers in return for Tehran’s total suspension of uranium enrichment.

 

The foreign ministers of the United States, Britain, Russia, China, France, and Germany (the 5+1 group) agreed on May 2 to offer Iran a new package of incentives to convince Tehran to forgo its right to uranium enrichment.

 

Iran has made a counterproposal to the major powers which calls for negotiations on political, security, and economic issues as well as activities that have the potential to threaten global security by violating international law, such as violations of the terms of the nuclear Non-Proliferation Treaty.

 

In its new package, the 5+1 group offers incentives but at the same time it threatens to continue to toughen sanctions against the Islamic Republic through UN Security Council resolutions, Khorram explained.

 

In the 5+1 group’s view, Iran will either completely reject the package or will accept it and call for additional conditions to the incentives, and this can herald the beginning of a new round of negotiations, Khorram told the Mehr News Agency.

 

The Islamic Republic should make optimal use of the opportunities, he stated, adding, “Iran can show a positive reaction to the West’s package, and thus silence the massive propaganda campaign claiming that Tehran is being uncooperative.”

 

New environment for nuclear talks

 

International relations expert Hassan Beheshtipour believes that Iran’s security and nuclear package can create a “positive atmosphere” in favor of Iran in the nuclear row.

 

Through this proposal Iran will “take the initiative” and will emerge from the “passive state of accepting or rejecting” the package proposed by the 5+1 group and will automatically compel the group to respond to the proposals.

 

International affairs expert Alireza Davari told MNA that under the current circumstances, focusing on “package diplomacy” is not enough.

 

“Instead of focusing on packages, the two sides should start comprehensive negotiations,” Davari opined.

 

The 5+1 group’s decision to offer a new package is a “preemptive action” through which it is trying to put the ball in Iran’s court, he added.

 

International affairs expert Ardeshir Sanaei stated that the “package diplomacy” would help pave the way for efforts to start new nuclear negotiations.

 

The fact that the two sides involved in the nuclear issue are presenting new proposals to each other indicates they are seeking to resolve the issue peacefully, he noted.
