Heavy rains since early October have caused deadly floods and landslides in several provinces in central Vietnam and displaced thousands of people in western Cambodia.
The center of Tropical Storm Nangka was located near latitude 19.1 degrees north and longitude 110.0 degrees east just over Hainan Island, China.
