The clemency proposed by the head of the Judiciary Ayatollah Sadegh Amoli Larijani on occasions suggested for a number of convicts of General and Revolutionary courts and also those of Judiciary Organization of the Armed Forces and State Discretionary Punishment Organization who had been identified having conditions which made them eligible for a state pardon, to which Ayatollah Seyyed Ali Khamenei agreed.
It has been a tradition for the Leader of the Islamic Revolution to grant pardon to specific number of convicts who received sentences, in special occasions and festivals, religous or national, for minor civilian infringements of the law or went to prison out of disability to pay specific amounts for their liabilities.
The pardon however excludes convicts of serious crimes and crimes which would impair the country’s economy. These are convicts of armed opposition and or stockpiling weapons and ammunition, kidnapping or taking hostage civilians, acid attacks, rape, owning and running secret houses for prostitutes, swindlers and forgers of notes and coins, money-laundering, impairing economic health, and members of organized crime gangs and or drug cartels.
