No JCPOA implementation without PMD closed

TEHRAN, Nov. 29 (MNA) – Secretary of Supreme National Security Council says without the closure of 'possible military dimensions' (PMD) of Iran’s nuclear program, there will be no implementation of the JCPOA.

Ali Shamkhani said on Sunday that the issue of the so-called Possible Military Dimensions (PMD) raised by the Agency regarding Iran’s nuclear program must be closed before an agreement between the Islamic Republic and the 5+1 group of countries will take effect; “they have to decide between the implementation of the JCPOA or leaving the PMD case open,” he said.

“The IAEA report once again confirmed Iran's non-deviation in its peaceful nuclear activities and the claim of their inability to comment on non-mentioned activities is a repetitive and non-legal one,” he said.

Shamkhani’s remarks came in response to Amano’s ambiguous comments in a news conference where he had maintained that "the report will not be black and white," when asked about the final assessment of the PMD file which is due next week.

Iran’s ambassador to the International Atomic Energy Agency (IAEA) Reza Najafi said on Saturday following the Quarterly Meeting of Board of Governors that some issues such as the PMD are very complicated and some of them are related to years ago and as such, clarifying all of them completely is almost impossible; “some issues related to the PMD are merely claims; that is why the IAEA chief has said he cannot give a clear-cut yes or no answer,” said Najafi. 

He added that the IAEA chief will only report on the case and closing the PMD is not within his authority, but the Board of Governors.

Iran and the IAEA signed a roadmap on the same day the nuclear agreement was reached for “the clarification of past and present outstanding issues” regarding Iran’s nuclear program.

After signing the agreement, Amano said he would “issue a report setting out the agency’s final assessment of possible military dimensions to Iran’s nuclear program, for the action of the IAEA Board of Governors, by 15 December 2015.”

The Leader of the Islamic Revolution Ayatollah Khamenei has indicated that Iran will not implement many of its remaining commitments until after the IAEA issues a report resolving the agency’s investigation into past 'possible military dimensions' (PMD) to Iran’s nuclear program.
