The delegates were summoned, on the eve of the official inauguration, expected to be packed with speeches by heads of State and Government from some 147 countries.
At the inauguration today, scheduled for 11:00 local time, the agenda includes speeches by UN Chief Ban Ki-Moon, French President Francois Hollande and Foreign Minister Laurent Fabius, who is the chairman of COP21.
There will also be a minute of silence as a tribute to the victims of the attacks of Nov.13 in this capital, and then the statements by heads of State and Government of the different nations will start.
As of Tuesday, the negotiators will intensify their actions, and a week later the days will specially busy for the Ministers of Environment and Energy, who will try to reach a world agreement by Dec.11.
This event is considered as one of the most important international meetings in recent years.
The minister of Interior of France, Bernard Cazeneuve, reported the mobilization of some 11,000 police officers to be in charge of security.
Some 8,000 men were deployed in the border areas and another 2,800 will guarantee the protection of the main venue for the event.
