Abdolreza Rahmani Fazli is in Vienna and has participated in Partners of Afghanistan and Neighboring Countries in UN headquarters in Austrian capital. He addressed the meeting on Monday where he emphasized that the drug mega-business had affected Afghanistan’s neighbors and far beyond in addition to inflicting severe damage to Afghanistan itself; “this meeting is a laudable attempt to address this pressing issue; the current drug trade has significantly affected drug-related issues in the countries which are located in the major routes of drug transit; the drug mafia makes profits to the expense of thousands of human lives, destroying families, and stifling growth and development of the societies of the host countries, and in doing so, the mafia tolerates no limits and geographical borders,” said the minister of the interior affairs.
“Under such conditions, the measures taken in the framework of the first edition of this event are positively evaluated; Iran has been hosting several expert-level sessions on the issue. We have excellent capacities including but not limited to drug analysis laboratory, training sessions to response effectively to drugs in the Police University, regional rehabilitation centers, an extended network of NGOs actively engaged in the damage reduction and participating in regional initiatives,” Rahmani Fazli told the meeting.
The minister of the interior also believed that the current measure should not imply that the very drug issue was purely regional; “rather, it is a global and human issue and in addition to Afghanistan, other countries in the region and across the globe as well are affected. The international community, especially drug destinations, should participate in a regular basis and in line with their shared responsibilities, in providing financial resources of the program,” he demanded.
Rahmani Fazli criticized the fact that despite the recognition of the political statement and 2009 Action Plan and relevant resolutions which demanded global participation in providing Afghanistan and its neighbors in the transit routes with technical and logistical support, “no support has still been provided to us especially by regional partners.”
He highlighted Islamic Republic of Iran’s positions and policies in the 4th edition of Partners of Afghanistan and Neighboring Countries held in May 2015 in Ashgabat; “it is imperative that the 2nd regional plan be promoted to an ‘practical-operational’ mechanism from its current ‘conference-based’ status, so that its outcomes could be verified in the end of the program.
