The multiple collision involved 17 vehicles and led to a fire, Vice Minister for Risk Management and Civil Protection Carlos Perez Ampueda said on X, formerly Twitter.
The incident was caused by the collision of a lorry with vehicles that were there due to a previous incident, the official said, according to Xinhua.
Traffic has been restricted on the highway, while civil protection personnel, firefighters, police and emergency services have rushed to the scene to extinguish the fire and tend to the injured.
