- US military and intelligence forces and those who have contributed to the violation of the rights of the American people, especially Muslims, and in particular on the basis of the recent executive orders signed by the President of the United States against Muslim refugees, as well as the elimination of the Branch Davidians and Black community.
- American individuals who have active participation in the violation of fundamental principles of international law, including international humanitarian law and human rights, against the people of the region, and in particular the repressive measures of the Zionist regime and other aggressive regimes in the region.
- US nationals who have killed or violated human rights worldwide outside the jurisdiction of the United States or against international law.
