A total of 25 delegations from countries in Asia and Oceania, 26 delegations from Arab and African nations and 30 more from Europe and Americas are expected to attend the ceremony to begin today at 05:00 p.m. Tehran local time.
The session of the Parliament is chaired by Ali Larijani. Similar to other formal sessions, it is initiated at the order of the chairman and it agenda will be read by the secretary before some verses of Quran are recited and translated.
Following the speech by Parliament Speaker Ali Larijani, Head of the Judiciary Ayatollah Sadegh Amoli Larijani addressed the meeting.
According to Article 121 of the Iranian Constitution, inauguration of the president should be held inside the Parliament, and the elected person swears an oath in the presence of MPs, members of the Guardian Council as well as Judiciary head.

At the beginning of his remark, Larijani welcomed all Iranian and the 92 foreign delegations comprising director-generals and senior officials from regional and international organizations, presidents and prime ministers, speaker deputies, foreign ministers and special envoys, deputy foreign ministers, heads of the parliamentary friendship groups and heads of foreign policy commissions of the parliaments.

The official later pointed to massive turnout in the recent presidential elections and appreciated the Iranian nation for their presence in the scene. Moreover, participation of over 73% of people in the polls reveals their faith in the Islamic Revolution as well as their involvement in making decisions for future of their own country.
He recalled that Imam Khomeini, by establishing democracy, had prevented tyranny and dictatorship in the country and provided a way to swap forces.
Larijani emphasized that the new government takes the office while possessing four years of experience adding “amid turbulent conditions of the region, Iran enjoys a good security, and the nation's valuable efforts in the fight against terrorists promise better security in the years to come.
He noted that the leadership of the Leader of Islamic Revolution has brought about coordination among three branches of the government and paved the path for domestic and foreign investment.

Larijani said that the Parliament would support any effort by the government efforts to remove barriers to development and expansion of exports and domestic and foreign investment; “we hope that the future government will address the country’s challenges in a realistic way and promote developmental approach in all sectors including foreign policy.”
At the end of his remarks, he said the Parliament also assists and monitors the government's implementation of the law, especially as regards Iran’s National Development Plan.
Upon swearing an oath to take the office, President Rouhani appreciated the nation for casting votes in his favor noting that the polls results meant a lot to him and added to his responsibility.
He later enumerated several achievements obtained during the past four years in economic, political, agricultural, environmental and scientific sectors. He however noted that certain difficulties exited in certain arenas which will be hopefully resolved in the course of the new government.
He said the nation had proved that all obstacles could be removed through unity and by ignoring disagreements as evidenced by the nation’s victory during wars and sanctions.
Rouhani took the opportunity to welcome foreign guests at the ceremony adding “constructive interaction with the world, more than being an option, was a necessity since development would prove impossible in case of isolation and lack of ties with the world.
The official described Iran’ nuclear deal with the 5+1 group of countries as an outstanding achievement though certain limitation existed on the way of its implementation.
“The Iranian nation responds to respect with respect and reacts to disrespect with firm and proportionate answers,” highlighted Iran’s President warning that those who seek to violate the international nuclear deal were actually damaging themselves.
He underlined that the world was in an era of negotiation and Iran was after constructive ties with all neighbors since common interests would be achieved only through interaction.
“Foreign powers are only after catching fish from disturbed waters and would never respect interests of regional states,” he continued.
The only way out of plight of terrorism is to trust people on the one hand and international cooperation among all countries on the other. He invited all countries to join hands in putting an end to the crises in Syria and Yemen. Rouhani voiced Iran’s readiness to cooperate with all nations in resolving major global issues and expressed hope that presence of numerous foreign guests at the ceremony would mark the beginning of settling peace and security in the world.
He said the government was responsible for the people’s votes; “we are after a moderate government who makes sensible and reasonable responses to all incidents.”
“We back the country’s Armed Forces though people remain as the main supporters of the government, Army and IRGC,” stressed President Rouhani reiterating that we were all on the same boat.
He highlighted that the era of introducing ‘mother of sanctions’ was over as today was the time to present ‘mother of negotiations’.
