He made the remarks in a meeting with visiting Bulgarian Deputy Foreign Minister Valentin Poryazov on Sunday evening.
Criticizing the division of terrorism into "good" and "bad" ones, Boroujerdi said the killing of innocent people is the nature of all terrorist groups.
At the beginning of the meeting, Boroujerdi noted the importance of growing trend in relations between the two countries and said, "there are favorable conditions in the political, economic and especially parliamentary arenas between the two countries which can be applied to favor both sides."
Describing the coalition against ISIL a 'show,' he said further military aid and training has led to the growth of terrorist groups which is a great danger to all countries in the world.
Concluding the meeting, Boroujerdi reiterated the development of bilateral and multilateral cooperation regarding international and regional issues between Iran and Bulgaria in order to secure and stabilize the region.
Valentin Poryazov, for his part, emphasized the important role of the Islamic Republic of Iran in regional and global issues. "Iran, as a major international actor, can play a positive role in the challenges facing the region."
Pointing to the recent crisis in the Middle East and Africa, Bulgaria Deputy Foreign Minister said the spread of terrorist groups such as ISIL is a global threat to the security of all countries in the world.
He stressed the need for cooperation of all regional and world countries in order to eliminate terrorist groups.
Poryazov said the development of political and parliamentary relations between Bulgaria and the Islamic Republic of Iran is an opportunity to expand mutual economic and industrial relations.
