Khatami told reporters that Iran is not seeking to develop weapons of mass destruction through its nuclear energy program, adding that Iran's nuclear projects are meant for peaceful purposes.
"We should avoid giving any pretexts to our enemies and we should reassure the world that we are not seeking anything more," he said.
"All means must be explored for realizing Iran's goals, and confidence-building is one way to do this."
Iran is already a signatory to the nuclear Non-Proliferation Treaty (NPT) of the International Atomic Energy Agency (IAEA).
However, the IAEA is refusing to provide the Islamic Republic with nuclear expertise, arguing that Tehran must first sign an additional protocol to the NPT that permits snap inspections of its nuclear sites.
